Air traffic controller job question?

My husband is ex-navy and trying to apply for an ATC job at an airport. He was an ATC in the navy for 5 years. On the application it says to fill out the FFA-3330 and have a Rating specialist fill it out too. Where can he find a rating specialist, and do you know what else he needs? He's got his DD-214, pink card and other papers but we don't know what else he might need. The application deadline is April 21, 2011. Any info you have would be great, thank you!
